The controller governs top speed, and it is usually set conservatively. Speed, range and battery load are competing demands — more speed drains the pack faster and shortens component life.

Upgrade controller and motor together, upgrade braking, and check whether your local rules still allow the result on roads. Faster carts belong off-road unless they meet the letter of the law.
